Will I be able to use the heat or AC when the camper van is parked and the engine is off?

It depends on the van. For heat when the van is parked, any vans have a portable or fixed propane heater, an electric heater, or a diesel/gasoline heater. For warm weather, most camper vans have ceiling fans and/or insulated window coverings, and some do come with air conditioning units that can be run for a few hours at a time when the van is parked. The latter option does require a generator, a robust power system or access to shore power.
