Will I be able to use the heat or AC when the camper van is parked and the engine is off?
It depends on the van. When the van is parked, any vans have a portable or fixed propane heater, an electric heater, or a diesel/gasoline heater can provide heat. For warm weather, most camper vans have ceiling fans and/or insulated window coverings, and some do come with air conditioning units that can be run for a few hours at a time when the van is parked. The latter option requires a generator, a robust power system, or access to shore power.
